XEX Atago Hills Salvatore Cuomo Bros has always been one of Tsubaki’s treasured picks when it comes to Tokyo Tower view restaurants. Interestingly, it became a favorite of mine all thanks to work. My very first visit was actually for a client dinner organized by my boss. The moment I stepped into the restaurant and saw the glowing night view of Tokyo Tower through the window, I immediately bookmarked this place in my mental list.
Since then, whether it’s a friend’s birthday, a romantic anniversary, or when someone asks me for Tokyo Tower view dining spots, this restaurant is always my top recommendation. I’ve personally returned more than three times!
So in this post, I’d love to share everything about this Tokyo Tower view restaurant that I truly recommend and have visited over and over again. Hopefully, by the end, it’ll become one of your must-visit spots too!
A Rooftop Restaurant with an Up-Close View of Tokyo Tower

XEX Atago Hills is located on the very top floor of the Mori Tower on Atago Hill. The restaurant features a sleek, modern luxury interior, and its wide glass windows offer an unobstructed view of Tokyo Tower’s dazzling nightscape.
On clear nights, the tower feels so close it’s almost surreal, like you could reach out and touch it. It’s honestly just as impressive as a dedicated observatory. Personally, I think it feels even more immersive than the nearby Azabudai Hills observation deck.
Price Range and Dining Options
The restaurant is divided into a few different sections based on cuisine style:
・Salvatore Cuomo Bros (Italian)
・Tempura & Sushi An (sushi bar)
・The Bar (lounge)
You can choose the section that fits your occasion. Do note: the Italian restaurant and sushi bar are extremely popular and typically require reservations at least a week in advance. So once your plans are set, it’s best to book your seat and meal course online as soon as possible!
Salvatore Cuomo Bros (Italian Restaurant)
Almost every time I visit XEX, I go for Salvatore Cuomo Bros, the Italian dining option. The food is consistently excellent, and the ambiance is romantic, perfect for birthdays, anniversaries, or any celebration worth remembering.

There are both lunch and dinner sessions.
Lunch: Choose between a buffet-style course at ¥6,900 (around $44) or a refined prix fixe meal starting from ¥10,000 (~$64).
Dinner: À la carte options are available, but they also offer prix fixe courses ranging from ¥10,000 to ¥20,000 (~$64 to $128).
Personally, I recommend going with one of the set menus for a more complete and memorable experience.

The Bar – Live Music and an Intimate Lounge Experience

The Bar operates on an à la carte basis. In the afternoon, they serve coffee and alcoholic beverages, while in the evening, the focus shifts to cocktails, wines, and spirits. One of the highlights here is the occasional live music performances. A few times while dining at Salvatore Cuomo Bros, I’ve been lucky enough to enjoy live singing drifting in from the bar area, elevating the ambiance and making the entire dining experience more romantic and unforgettable.

An Exclusive VIP-Like Entrance

Since most floors in Mori Tower are office spaces, access is strictly controlled. While restaurants on the lower floors are freely accessible, going above the 3rd floor requires a security pass and identity confirmation at the security desk.
XEX Atago Hills is no exception. To dine here, guests must first head to the exclusive reception desk on the 3rd floor of the building. After showing your reservation details, the staff will verify your name and open the gate to the private elevators.
The process feels very much like entering a luxury private club. Though a bit formal, it really adds to the sense of exclusivity. For security reasons, photography in this area is not allowed, so I’ll describe the process in words instead.
Conveniently, there’s also a VIP waiting lounge next to the reception area. If your party arrives separately, you can wait here and head up to the restaurant together.
A VIP-Like Welcome Experience

The moment you step out of the elevator, a staff member greets you warmly and leads you to the cloak counter. Here, you can check in any bags or coats and receive a claim ticket to retrieve them after your meal.
This time, I left my large bag and trench coat at the counter and only brought a small pouch for my valuables, so much more comfortable!
This small touch adds a real sense of care and ceremony to the whole evening. Especially during winter, when you want to dress up in a pretty dress or shirt underneath a bulky coat, being able to leave it at the door allows you to fully enter the mood from the moment you arrive. No awkwardness or over-layering at the table, just pure enjoyment. It genuinely made me feel like I was being welcomed as a guest of honor.
Table Seating vs. Window Seating

I chose XEX to celebrate my boyfriend’s birthday. Initially, we didn’t reserve a window seat due to budget concerns. After all, window-side seat packages cost an additional ¥2,000 per person (~$13).
Still, even with regular seating, we could clearly see the stunning Tokyo Tower from our table, the mood was still top-notch.
Then came a surprise: just as we were enjoying our main dish, a server approached us and softly asked, “We happen to have an unreserved window seat tonight, would you like to move over and enjoy the view?” I was so stunned I accidentally blurted out “まじで?(Are you serious?)” to which she smiled and said, “Yes, really!”
We looked at each other and instantly nodded with excitement.

Although we hadn’t reserved a window seat, this unexpected stroke of luck gave us a front-row view of the illuminated Tokyo Tower. And to top it off, we caught sight of fireworks going off in the distance over Odaiba. It lasted quite a while and combined with the tower view, it was truly an unforgettable moment.
Our Dining Experience and Courses

After taking our seats, the staff handed us the dinner course list and explained the menu. The attentive service and ambiance truly rival those of a Michelin-starred restaurant.

Although à la carte is available, we had pre-booked the Italian course meal priced at ¥11,800 per person (around $76, tax excluded), which included a glass of champagne.
The full course consisted of:
・AMUSE (small starter)
・2 ANTIPASTO (appetizers)
・PESCE (fish dish)
・PASTA
・CARNE (main dish: choice of Omi duck, or upgraded wagyu fillet/sirloin at an additional cost)
・DOLCE (dessert)
・CAFE (after-meal drink)

Since XEX adjusts its course menu seasonally, dishes vary by visit. Rather than going into every detail, I’ve shared photos of our actual meal for reference.

Every dish was not only beautifully plated but also prepared with exceptional attention to flavor. The main dish, grilled Omi duck, was perfectly cooked, crispy on the outside, tender and juicy on the inside. My boyfriend couldn’t stop praising it, even saying it rivaled high-end steaks in flavor.

We also added a glass of red and white wine to pair with the main and pasta dishes.

And one detail I loved: the restaurant uses tableware from Laguiole, the famous French cutlery brand. My boyfriend pointed it out, explaining it’s one of the most renowned names in France, often used in Michelin-star restaurants thanks to its quality.
Optional Birthday Add-On Plan

When dessert arrived, it was presented with a personalized chocolate plaque featuring the message I requested in advance, along with two birthday candles. To wrap up the evening, I sang happy birthday to my boyfriend at the table.
The restaurant actually calls in advance to ask if you’d like to purchase a birthday add-on. This time, I chose the simple birthday plan, which includes a message and name written on chocolate. Other options include small, medium, and large birthday cakes, or even a glamorous parfait with a birthday song sung by the staff. Coincidentally, every one of these add-ons was ordered by different tables that evening, so we ended up seeing them all in action, like a mini showroom of birthday packages haha.
Why Do I Return Here More Than Tree Times?

Part of it is, of course, the stunning Tokyo Tower view and elegant atmosphere, anyone visiting for the first time will be captivated by how close the tower feels. But more than that, the service here is truly impeccable. From the moment you’re seated to the moment you leave, you feel genuinely respected and taken care of. It’s the kind of place I’d confidently choose to host someone important.
No wonder that whenever I post photos of the restaurant on Instagram, friends flood my DMs asking, “Which place is this? How did you get such a great view?”
This post is my way of finally revealing this hidden gem in full. It’s proof that you can find a Tokyo Tower view restaurant that offers both quality and reasonable prices, you just have to know where to look.
